The description of that skill should be "train this to IV to unlock T2 hardeners and then forget about it" . Having some damage bleed through your shields below 25% is actually desirable, because it keeps your shields longer close to peak recharge.

Everyone on grid sees that message. It pops up when someone enters the system who has low standings with the faction of that system. Unless the message contained your name you don't need to worry. If it does you get shot by NPCs.
